Minnesota Community Corrections Association Presents:
The Face of the
Child Pornography Offender
By
Hana O’Neill, Hennepin County Sex
Offender Unit Supervisor
Based on nearly 10 years of data on those Offenders convicted of Possession or Dissemination of Child Pornography and placed on Probation in Hennepin County, this presentation will add a face to these Offenders who have previously been a mystery. For years Treatment Providers and Corrections Agents have been knowledgeable about the Incest Offender, the Pedophile or the Power Rapist; however, with the onset of the Internet, we are seeing an increasing number of those Offenders convicted of Child Pornography crimes. There is very little information about this population of Offender typology, which has been problematic in the Court recognizing these Offenders as Sex Offenders, making Sex Offender Treatment referrals, treating the Offender, etc. The data collected by Hennepin County DOCCR sheds light on the demographics, offense data, treatment and Probation compliance, existence of touch victims, assessments and general profile of this Offender, which will hopefully provide a greater understanding and assist in developing more appropriate treatment and supervision plans.
Objectives:
1. Identify the typology of Child Pornography Offender.
2. Have a greater understanding of needs for Supervision Plans.
3. Have a greater understanding of needs for Treatment Plans.
